Between November 2024 and February 2025, the Cluj IT Association will run in partnership with Smart Innovation Norway the project “AI-Driven Green Digital Transformation in Public Administration.”
The project will follow the development of an approach model for evaluating the degree of digitalization and the level of preparation of the town halls for the adoption of modern digital tools, including artificial intelligence, taking into account at the same time the need to ensure the lowest possible level of negative impact on the environment.
The municipalities of Romania and Norway are primarily targeted, and the project may later be expanded to include local administrations from other countries.
The project aims to implement an application accessible via the Internet, through which to collect information from the municipalities and to carry out evaluations based on artificial intelligence algorithms, a knowledge base explicitly developed for this project and a large language model (LLM) which is to be chosen in such a way as to confer the highest possible accuracy of the evaluation and recommendations, as well as the least possible dependence on commercial licenses of the technical instruments.
The project is supported by a grant from Iceland, Liechtenstein and Norway through the EEA grants Romania 2014-2021, in the frame of the “SME Growth Programme Romania”.
